The main tasks of the 2016 National Conference of Meteorological Directors are to conscientiously implement the spirit of the 18th CPC National Congress, the 3rd, 4th, and 5th Plenary Sessions of the 18th Central Committee and the spirit of important speeches by General Secretary Xi Jinping, as well as important meetings such as the Central Economic Work Conference Spirit, reviewing the meteorological work in 2015, summarizing the meteorological development during the "Twelfth Five-Year Plan", planning the meteorological reform and development tasks during the "13th Five-Year Plan", and deploying the 2016 meteorological work.

I. Meteorological work in 2015 and the "Twelfth Five-Year Plan"

Urban meteorological services are integrated into the local public service system, including the construction of smart cities, grid-based management, and comprehensive disaster prevention and reduction demonstration communities. New progress has been made in integrating meteorological services for agricultural services into the agricultural socialized service system. Positive progress has been made in the establishment of a regulatory system for the meteorological service market, and the first four meteorological information service market regulatory standards were completed as planned. Explore the use of market mechanisms to promote new socialization models for professional meteorological services and meteorological services for agriculture. China Meteorological Service Association was established. Promote the reform of the business technology system, and initially establish the intensive business layout of national and provincial guidance, and city and county application. Promote the integration of major meteorological research tasks with key national science and technology projects, and significant progress has been made in regional collaborative innovation. Sixth, party building work in the meteorological department was further strengthened. The proportion of disaster losses in GDP has dropped from 1.02% to 0.59%, and the public coverage of meteorological warning information is close to 80%. The satisfaction of the public weather service remained above 85 points.

To further improve the dual-plan financial system, the central government ’s cumulative investment in meteorological departments increased by 81% compared to the “Eleventh Five-Year Plan” period, and local government investment increased by 110%. The appearance of meteorological stations has improved significantly. We are also clearly aware that the current contradiction between the supply capacity of meteorological services and the growing demand is still outstanding, and the development of the meteorological industry is still inadequate, mainly reflected in the accuracy and precision of meteorological forecasting, economic and social development, and people's safety. There are still gaps in the requirements of well-being; there is still a gap between the level of meteorological science and technology innovation, core business technology and the advanced world level; the number of high-level meteorological talents, the overall quality of the cadre team, the degree of improvement in the selection and employment mechanism, and the rapid development of the meteorological industry. Gaps; the ability to prevent meteorological disasters in accordance with law, regulate social meteorological behaviors, and organize public meteorological services is still far from the requirements to fully perform government management functions; meteorological informatization, intensification, standardization, and meteorological business structure, development methods, and operating mechanisms Problems that are not compatible with the requirements of meteorological modernization and the general situation of national reform and development have become increasingly prominent. In this regard, we must attach great importance to face the problem, courageously assume responsibility, and work hard to solve it.

Situation and tasks during the 13th Five-Year Plan period

The "Thirteenth Five-Year Plan" period is an important period for the development of China's meteorological undertakings. The development of the meteorological industry during the "13th Five-Year Plan" period is still in a period of important strategic opportunities that can make a lot of progress.
