We have made every effort to provide meteorological support services for geological disasters such as Lishui, Zhejiang. The meteorological disaster prevention and reduction system has been continuously improved. (2) The ability of meteorological services to ensure economic and social development has been continuously enhanced. Party committees and governments at all levels have highly affirmed meteorological work, and the national public satisfaction reached 87.7 points, setting a new record high.
Major activities and major strategic meteorological guarantees have been continuously strengthened. The connotation of urban weather services continued to deepen. Meteorological services are gradually integrated into the construction of smart cities. (3) The role of meteorological work in the construction of ecological civilization has become increasingly prominent. Over the past year, we have strengthened the basic scientific research on climate change, actively participated in global climate governance, served the construction of ecological civilization, and played an important role in the country ’s basic sector in addressing climate change.
Technological support for tackling climate change continues to increase. Strengthen research on climate change strategies and the building of decision-making advisory capacity of the National Expert Committee on Climate Change. Fully participate in the national "12th Five-Year Plan" carbon intensity assessment work. Form a climate change innovation team. Develop a comprehensive climate change assessment model and build a basic climate change data set. The meteorological guarantee for the construction of ecological civilization is more powerful. The professional level of meteorological services in the fields of ecology, environment, marine, water conservancy and energy has been continuously improved. The national-level 15 km resolution environmental meteorological numerical forecasting model was put into operation. Carry out research on ecological climate carrying capacity. Meteorological work is integrated into the construction of the National Ecological Civilization Experimental Zone.
(4) The modernization of meteorology has reached a higher level. In the past year, we have promoted the construction of the "four major systems" and paid close attention to the modernization of business services. The national meteorological modernization work has made good progress, and the results have gradually appeared.
The monitoring, forecasting and early warning system has been continuously improved. Surface weather observations cover 96% of villages and towns across the country. The construction tasks of the new-generation weather radar were all implemented. Successfully launched the Fengyun-4A star and the global carbon dioxide monitoring satellite. The GRAPES global model was put into operation, and the regional center's high-resolution numerical forecast made good use of it. The weather forecast business platform (MICAPS4.0) and climate forecast business platform (CIPAS2.0) were put into trial use. Promote the open sharing and integration of data with agricultural, water conservancy and other departments and the military. Significant progress has been made in global reanalysis data. China Meteorological Data Network's annual visits exceeded 50 million times, serving 690 major national scientific research projects.
Meteorological modernization has achieved remarkable results. The first batch of pilot units have passed government-led third-party assessments and phased summaries, and formulated higher-level meteorological modernization indicator systems and assessment methods. Thirteen provinces (autonomous regions, municipalities) including Tianjin, Chongqing, Zhejiang, Fujian, and Hubei have basically achieved the goals of the modernization phase of meteorology. Meteorological modernization in the central and western regions has achieved rapid development. The assessment shows that the meteorological modernization score has increased by 3.5 percentage points, the accuracy of 24-hour rain and temperature predictions have reached 87% and 83%, the advance of strong convection warnings has reached 28 minutes, and typhoon path predictions, El Nino and other weather and climate event predictions have reached world advanced levels. (5) The vitality of meteorological development continues to erupt. The level of meteorological technology support is increasing. In-depth implementation of national meteorological science and technology innovation projects, core technical research such as high-resolution data assimilation, and large-scale scientific experiments such as the third Qinghai-Tibet Plateau test were smoothly advanced. 17 projects have won key national special support for science and technology, and 57 achievements have won provincial and ministerial science and technology awards.
The scientific and technological innovation system has been continuously improved. The popularization of meteorological sciences has been strengthened. Meteorological science is included in the outline of the national scientific quality action plan. The popularization rate of meteorological science knowledge reached 77.2%. There are more than 50 meteorological popular science venues and 214 national meteorological popular science education bases.
